I found this device discarded in South Orange, NJ, February 2010. It looks to be very similar to the Precisa 128-1-E in Prof. Hamann's online museum.
The cover opens as Haumann describes: push on the front of the upper part, and lift up. Here's a photo of the mechanism from above.
